In the statewide election held on October 6, 1990, the majority of voters approved of the amendment creating the lottery (69.2% for, 30.8% against).

The first instant scratch tickets went on sale on September 6, 1991.

Organizational Structure

The legislature recognized that the operations of a state lottery are unique activities for state government and that a corporate structure would best enable the lottery to be managed in an entrepreneurial and business-like manner.

The Governor, the Joint Legislative Committee on the Budget, the Senate Judiciary B Committee, the House Committee on Administration of Criminal Justice, and the Legislative Auditor have oversight of the Louisiana Lottery Corporation.

The Senate Judiciary B and House Committee on Administration of Criminal Justice have oversight of rules promulgated under the Administrative Procedures Act (APA).

The Joint Legislative committee on Budget reviews the annual budget and approves the purchase of immovable property.

The Legislative Auditor conducts an annual audit and other audits as deemed necessary.

The Governor appoints nine members to serve on the Corporation's Board of Directors (one from each of Louisiana's seven congressional districts and two at large). The Senate confirms these appointments. The State Treasurer serves as an ex officio non-voting member of the board.

The Board appoints the President of the Louisiana Lottery Corporation and the Governor approves the appointment.

About Lotto. . .
Lotto, which began on January 22, 1992, is the original on-line jackpot game offered by the Louisiana Lottery Corporation. The jackpot starts at $250,000. If nobody wins the jackpot, the jackpot keeps growing by rolling over to the next drawing. Drawings are held on Wednesday and Saturday nights.
